"So, not only am I experiencing the issue that many people are - where the Low-Resolution versions of Textures stay 'forever' (it takes anywhere from 2-10+seconds for the 'proper' Higher-Detailed versions of Textures to load in (Vanilla/Release Textures))...

NOW I am seeing an odd issue where the High-Resolution versions of Textures are loaded but then AFTER that, the Low-Resolution Textures are loaded in... WAT


Solved/Avoidable:

I think this issue is Avoidable with ENBooster (ENBoost by Boris Vorontsov) - it never happens when I use that, which forces the game to use VRAM and RAM together to pre-load the Textures - a great little "MOD" (I think it counts as a MOD, I am not an expert on MODs).

As with all MODs, it is not 'required' to play or not get this issue presented here, I just mention it because it has not happened again with that little utility (files that you copy into the game folder). Personally, I will still mostly play without anything other than official DLC (sometimes The High Resolution Texture Pack, mostly without it, due to my lower system specs) but I do not have anything against MODs themselves. Someday I will play around with them; but I have not finished the Main Storyline yet and there is lots to see ("as intended/originally"). I'll try MODs after playing the game more, first...

While you may not ever run into this issue above, Mr.Voronstov's ENBoost(er) still helps with the "low resolution textures sticking around then the higher/normal resolution textures popping in after a while" issue too, if you are experiencing that - although this little utility makes the game use more VRAM and system RAM to avoid it.

You are right that it may have been not enough VRAM, though, which is weird that it HAS the Higher-Rez textures already then 'dumps them'? Hmmm. Still thinking about that one - also I do not think I was running the HRTP during this recording, which is even more weird... Anyway, when I use the ENBoost utility, this hasn't happened yet. Thank you for your input though!

I personally recommend that anyone having "textures loading slowly" or "textures taking a long time to load", where they stay blurry/low-rez versions THEN load the higher-rez versions after a while; to try Mr.Vorontsov's ENBoost! Look for it online or dial 1-800-Not-Working-For-Him-Just-A-Happy-User, today! lol

The Higher-Than-High Definition Texture Pack for FO4 has some pretty beefy ass reqs. As in you have to have a beast of a GPU. Your 3GB 1060 won't make the cut, which is why the textures go high and low res. They even state on the page for it that you need a 8GB GTX 1080 for it to work without flaw.

In short: you're lacking sufficient memory for it the textures to load in properly.

@Der , Thanks for your input - I have been testing the High Resolution Texture Pack off and on (which takes the system RAM usage up to 10GB (out of 16GB), with my little 3GB 1060 GPU) - but I was using the Vanilla/Release Textures here, IIRC... I do not use any mods other than DLC.

Still, perhaps this wouldn't happen if I had more VRAM on the GPU..? Thanks for the possible explanation.

It's a thing with the game engine, tends to happen when you have either too many mods or not enough memory for the game to use.
