Fallout 4 Top Rated Mods Recommended by DLR! UPDATED!!!
By DLR.O Ken
I've spent a good bit of time playing Fallout 4 and waited to release any mods myself because I wanted to get a feel for what the game is lacking. That said, I've compiled a list of mods that I feel are worthy and going to spend some time detailing things about how to add them to your game, and manipulate loading order to get the best results. The game itself lacks a great deal and is in need of mods to flesh out the story, building, textures, and much more. Please note that many mods used in Settlement Construction often break the game or don't work without understanding what is going on technically. Yet if you move the mods around in their loading order and use the Nexusmods Manager you can really get some amazing game play out of mods that normally don't work together.

Recommended Mods Descriptions and DL Links Section A.
Below is a the DLR Recommended mods List Updated! I'm going to Categorize them into Item Affecting (weapons, armor, etc.), Building (Crafting items for your workshop), and Pleasure (reskins for your favorite character, or non-essential stuff to fill out the game. The Categories are to help you issolate items if you are looking to get straight to building without worrying over what you may want to personalize your game, and to make it so that people who are downloading my save files or such off of Nexusmods know exactly what they will need to make all the Settlements I have built work properly. Each Mod that is recommended has the name of the mod, the Nexusmods Direct Download link, and a brief description of tips and tricks that I have found for each of them, and a rating of 1-10 for my personal recommendation at the end of each mod.

Mods that I personally Recommend:

Item Affecting Mods:

***Armor Modifications Expanded: http://www.nexusmods.com/fallout4/mods/1860/?
Fallout 4 has armor mods. Fallout 4 does not allow you to apply these armor mods to very many pieces of equipment, this changes that. Gives you more slots for armor you craft. Recommended 10, Using Version 1b2.
***Buildable Power Armor Frames: http://www.nexusmods.com/fallout4/mods/6698/?
Allows you to build power armor frames from the workshop, ALSO it allows you to move power armor while in build mode, which the game doesn't normally allow you to do. This makes it so you can spawn power armor in console and use it once it is moved because the armor normally spawns partially in the ground and can not be used normally with Player.pllaceatme. Recommended 10, I currently use version 1.2.
***Cut Weapons Mods Restored: http://www.nexusmods.com/fallout4/mods/3082/?
Restores some of the stuff that Bethdesda stole from us... Recommended 10.

Building (Workshop) Mods:

***Alternate Settlements: http://www.nexusmods.com/fallout4/mods/5118/?
Gives you more items to Build your settlement, Recommended 10. Personally using version 1.1 and 1.2 (Both work together)
***Build a Castle: http://www.nexusmods.com/fallout4/mods/9044/?
Gives you more items to Build your settlement, Recommended 10. Personally using version 2.0
***Conveniant Stores: http://www.nexusmods.com/fallout4/mods/5181/?
It adds optional stores that look like cash registers, but do the same as the other. I get tired of the normal stores being so hard to place at times in your settlements or how they look like crap, this allows you to make a store look like a store... Recommended 10.
***Counter Bar Anywhere: http://www.nexusmods.com/fallout4/mods/8912/?
Adds Diner parts to you workshop, very useful in general! Recommended 10.
***Caftable Castle Wall Patches: http://www.nexusmods.com/fallout4/mods/8680/?
This mod ROCKS if you hate trying to fix the Castle once you have taken it, and it is snap and build! Recommended 10 Using version 1.2.
***Craftable Elevators: http://www.nexusmods.com/fallout4/mods/6053/?
Want an elevator? Bots won't use it, but it is pretty cool! Recommended for Builders that like it cool 7.
**Craftable Glass Stuff: http://www.nexusmods.com/fallout4/mods/7790/?
Everything from DD is always good, and sure to get a laugh! It adds glass stuff to your build menus(Workshop).
***Craftable Letters and Numbers: http://www.nexusmods.com/fallout4/mods/8254/?
Lets you make Letters and Numbers. Nice addition for builders. Recommended 7, Note: only has one type of letter and number that looks kinda funky.
***Craftable Pillars and Supports: http://www.nexusmods.com/fallout4/mods/7917/?
Adds supports and pillars to your build set for the workshop, Recommended 7.
***Craftable Ramps and Rails: http://www.nexusmods.com/fallout4/mods/6155/?
Adds Ramps and Rails to your building set, Recommended 10.
***Craftable Solar Panels and Fusion Reactors: http://www.nexusmods.com/fallout4/mods/8172/?
This thing adds a new way to get power, but use the Reactor parts at your own risk, they reactor can explode! I personally only use the solar panels, works great too, and makes NO NOISE! Generators can get loud! Recommended 10!
***Spiral Stairs: http://www.nexusmods.com/fallout4/mods/7922/?
Is what it says, Recommended 10.
***Fallout Pool Party: http://www.nexusmods.com/fallout4/mods/7624/?
Adds Pool Parts to you workshop menus, WARNING: it is a pain in the ASS to use. Recommended 10.
***Fallout Themed Custom Paintings: http://www.nexusmods.com/fallout4/mods/5283/?
Adds extra paintings to your Workshop menus, is well worth it. Recommended 10.
***Fantastic Food Planters: http://www.nexusmods.com/fallout4/mods/4328/?
Adds Food planters. Recommended 8.

Pleasure (Preference) Mods::

***Artillery Fire and Range Expansion: http://www.nexusmods.com/fallout4/mods/4597/?
More distance for artillery strike call-in, Most likely I will make it a flare you shoot out instead of a smoke grenade
Better Sound Effects for missiles, and explosions
Penetrating Explosions
Does what it says, Recommeded 7
***Better Settlers: http://www.nexusmods.com/fallout4/mods/4772/?
Does a lot for Settlers, that are usually weak as SH*T, Recommended 8, works with other settler mods, Current Version I use is 0.9
***Companion Infinite Ammo and Unbreakable Power Armor: http://www.nexusmods.com/fallout4/mods/6233/?
You will get tired of fixing stuff in this game... trust me there! Recommended 10! Using version 1.2
***Cool Maps for Fallout 4: http://www.nexusmods.com/fallout4/mods/7192/?
The map on your Pipboy SUX! This mod makes a map look decent and you can read it! Recommended 10, using version 1.
***Custom SPECIAL: http://www.nexusmods.com/fallout4/mods/3063/?
Maxes out you SPECIAL Points at game start, for when you exit the Vault, without this you will not have a good Character until you are about 100th level, because you only get one perk point per level to use on a perk or on a SPECIAL ability per level. With this it will still take until you are about 50th level to become a bad ass.
***Disable Settlements Radiant Quest: http://www.nexusmods.com/fallout4/mods/3456/?
ONE OF THE BEST MODS EVER MADE FOR FO4! This mod disables the settlements always calling on you to come and fight when they are getting attacked, if you do not use this you will be swamped with a never ended need to go help the same settlements over and over, no matter if you built them an epic fortress or not. RECOMMENDED 12 on a scale of 1 to 10!
***Durable Vertibirds: http://www.nexusmods.com/fallout4/mods/2857/?
Once the Brotherhood shows up they get stomped left and right like this. This gives the Vertibirds a chance. Recommended 9.
***Eyewear and Mask Retexture: http://www.nexusmods.com/fallout4/mods/5021/?
Eyewear looks like crap, always has in Fallout... This helps. Recommended 9.
***Faster Terminal Displays: http://www.nexusmods.com/fallout4/mods/937/?
Using a computer terminal in game is the slowest most dull part of the game half the time... This can speed those turtles up! Recommended 10!

MY PERSONAL LOADING ORDER:

Please note that many of the mods on my Loading order (that I display here) are not on my list of Recommended mods. The loading order at the bottom is my personal preference, and one that works for me as of today's date. Loading order can be manipulated by simply dragging the mods up or down the list, which often helps certian plugins function. So if you start a game up with Nexus Mod Manager and some aren't working sometimes it is as simple as changing the order they load in to make them function like you want.

Note: Due to size Limitations on Steam I will continue this List in Section B.
Recommended Mods Descriptions and DL Links Section B.
Due to the limitations on space I am continuing this list from Section A, See Section A for details...

Item Affecting Mods:

***Legendary Modification: http://www.nexusmods.com/fallout4/mods/4042/?
Very nice piece of work here that lets you add Legendary modifications to all your equipment, including power armor parts! Highly Recommended, 10!
***Revealing Combat Armor: http://www.nexusmods.com/fallout4/mods/5171/?
Not all combat armor needs to be giant and bulky, I liked this because it gives a good touch to female characters, making them a bit more sexy. I use Version 2.0

Building (Workshop) Mods:

***Functional Weapon Racks: http://www.nexusmods.com/fallout4/mods/5080/?
Makes Weapon racks that work for the most part, it isn't perfect, but it does a decent job, check the bugs on the mod so that you better understand it, I personally still use it with or without the bugs because I like armories at my Settlements. Recommended 10. Bots will not use this though, so don't think you're giveing them all the weapons they want, it would be nice!
***Homemaker - Expanded Settlements: http://www.nexusmods.com/fallout4/mods/1478/?
ONE OF THE BEST BUILDING MODS THERE IS! I used to use Snap N Build until I realized that it was screwing with several of my other Workshop mods, and that between all my other building mods I get everything that Snap N Build gives without the bugs. Homemaker is one of the must have's for those that like building good settlements! Recommended 10! Look at my loading Order to see what versions I have, and the proper Patches for SSex.
***Invulnerable Turrets: http://www.nexusmods.com/fallout4/mods/4056/?
One of the many things you have to put at a settlement to keep the moron settlers alive! Turrets however like half the stuff in the game... can break down. This feature does help with realism, but come on people! You have to chase down every tin can to build roofs, then you have to save the settlers over and over, and then you have to fix the plants that got hurt, the water, the power, and you have to wipe their behinds for the settlers than are STUPID AS A BOX OF ROCKS! Add in that you have to fix the turrets too, JESUS it gets old. This is a must have for those that don't want to have to return to every settlement every other 10 min to fix everything again and again. Honestly if you build and maintain a settlement Bethdesda's way then you will never get to play the game, you end up playing advance Farm Town like you're on Facebook without the Social Media addition... BORING! Recommended 12 on a scale of 1 to 10!
***Longer Power Lines: http://www.nexusmods.com/fallout4/mods/2241/?
The need for power lines was one they could have left out of the game totally in my opinion. This is a dam game after all, and they added enough stuff to consume resources or make you take time fixing over and over, power lines also create clutter on really cool bases. This at least makes it so they aren't stuck being so dam short! Recommended 9.
***Mojave Imports: http://www.nexusmods.com/fallout4/mods/3793/?
Adds a bunch of Nuka Cola stuff to your Workshop Building Menu. Good if you like a touch of the Fallout New Vegas feel. Recommended 7.
***Movable Workshop Workbench: http://www.nexusmods.com/fallout4/mods/6494/?
This mod allows you to move the workshop, you will note that items close to the workshop will not normally scrap, like trashy beds at tenpines, or house parts at the Finch farm, well that is simply because they are too close to the workshop, which normally can not be moved or altered in any way, this however fixes that. it allows you to move the workshop away from those objects and you can get rid of anything. WARNING: if you move the workshop to something like a block you build, then move the block, the workshop will vanish! This can be problematic if you still need the workshop for any reason... Recommended 11 on a scale of 1 to 10.
***Museum Paintings: http://www.nexusmods.com/fallout4/mods/6986/?
Adds paintings to your Workshop, well worth the add. Recommended 8.
***No Building Limits: http://www.nexusmods.com/fallout4/mods/3846/?
This mod allows you to build beyond the Red/Green border lines of a settlement. WARNING: it is bugged as HELL. to use it properly you need to build during the day while the settlers are working so they don't walk off the settlement halfway across the map. They do this after work hours. Proper use of the mod would be to disable the timer that advances the day in console with Set Timescale to 0, be sure to type GetCurrentTime then Set Timescale to "X" (the Current Time) when you want time to restart, or TAI to turn the AI off and on while you are building. Once you are done building save your game either way, then exit and disable the mod, so you can restart and get things moving again. Regardless of the bugs, I am a big fan of this mod, and use it often to work on the edges of my settlements. I did notice that while turning it off and on as I built that sometimes it brings back scrapped items while the mod is activated. Recommended 10.
***OCDirector: http://www.nexusmods.com/fallout4/mods/4270/?
Adds tons of everyday objects to you Workshop, READ THE MOD FOR DETAILS! Recommended 10.
***Power Everywhere: http://www.nexusmods.com/fallout4/mods/2996/?
As previously stated I hate power lines in the game, and think it was stupid to add them. That naturally makes this mod that removes the need for most of the power connectors and such to be on my top list of rated mods for FO4. Recommended 12 on scale of 1 to 10. Note: see my Loading Order to see what in Section A of this guide to see what Version I use.
***QMan's Craftable Lanterns: http://www.nexusmods.com/fallout4/mods/7870/?
Adds lanterns, and some fire to your Workshop Menus, must have! Recommended 10.
***Robot Home Defence: http://www.nexusmods.com/fallout4/mods/5787/?
Adds Robots that can be used to defend your settlements, or to increase Settlement Happiness, They can also be used as companions. Recommended 10. Be sure to get the Settlement Keywords Patch. The Patch makes it show up in the menu, because the workshop menu has limits on the number of categories that can be placed within.
***Scrap Dead things: http://www.nexusmods.com/fallout4/mods/6497/?
Makes it so you can get rid of ragdolls/ dead bodies that litter a settlement, and often get in the way of building. Recommended 10.
***Scrap Everything: http://www.nexusmods.com/fallout4/mods/5320/?
This lets you scrap nearly anything on the settlement, and it is powerful, I used it to remove even the dead grass, so be wary about scrapping too close to things you don't want to vanish, and save often as you are building so that if you do scrap something you want to keep by accident you can load the save to get it back. Recommended 10.

Pleasure (Preference) Mods::

***FogOut: http://www.nexusmods.com/fallout4/mods/2428/?
Gets Rid of the fog you see normally Recommended 6
***Increased Settler Population with Infinite Settlement Budget: http://www.nexusmods.com/fallout4/mods/1613/?
Settlements have caps that normally can not go past about 22, with this mod you can get up to a hundred settlers, anything beyond that gets hard to manage, and at a hundred your settlement is as big as Diamond City anyway... I personally Recommend this if you want enough people to connect the 30 settlements, manage the stores, and give you security for each settlement, I really don't know what moron at Bethdesda capped this so low when you need them to run a settlement properly... Recommended 10!
***More Where that Came Frome: http://www.nexusmods.com/fallout4/mods/637/?
Adds 111 themeatic songs to Diamond City Radio. Big boost if you listen to the Radio in game. Recommended 10.
Recommended Mods Descriptions and DL Links Section C.
Continued from Sections A and B due to Steam Size limitations to guilds.

Item Affecting Mods:
***Worsin's Immersive Power Armor Garage: http://www.nexusmods.com/fallout4/mods/2249/?
When you care crafting or modding power armor in the normal game it offers very little in how you can make it look better, this guy fixed that 50 times over, and then some, by making it so you can customize the paint jobs in hundreds of combinations from hot pink to camo in different colors. Must have if you are going to use Power Armor! Recommended 10!

Building (Workshop) Mods:
***Settlement Keywords: http://www.nexusmods.com/fallout4/mods/7259/?
This is a mod that adds categories to you workshop menu, and helps modders to standardize their categories that they add objects to in the workshop affecting mods. The game has limitations to the number of categories that can be in any in game Workshop Menu. This is almost a mandatory mod for anyone that wants to use multiple workshop affecting mods at once. Recommended 14 on a scale of 1 to 10, and it will likely keep you from crashing if you add multiple workshop menu affecting mods!
***Settlement Supplies Expanded: http://www.nexusmods.com/fallout4/mods/1145/?
Adds tons of stuff to the Workshop Building Menu, Recommended 10.
***Settlements Expanded: http://www.nexusmods.com/fallout4/mods/1062/?
open Console, click on the workshop and type bat expandsettlement and then close console and open the workshop... you no longer have any worry over budget, or how much you can build or add to a settlement, you can also get a bunch of crafting stuff fast with bat getbuildmats. Very useful mod! Recommended 10.
***Utopia Generator; http://www.nexusmods.com/fallout4/mods/3270/?
Gives you a generator that puts out 10000 watts, 10000 food, and 10000 water all at once. No more need for the never ending hunt. And the Generator won't break any more! WIN, WIN! Recommended 12 on a scale of 1 to 10.
***Waterworks: http://www.nexusmods.com/fallout4/mods/7815/?
Creates a working Espresso Machine that you can build with your workshop, that makes purified water, or coffee and espresso. LOL Recommended 10.

Pleasure (Preference) Mods::

***Weightless Junk: http://www.nexusmods.com/fallout4/mods/2481/?
Must have if you are tired of the never ending Junk that you now have to have and that they make you collect costing you on your carry weight. It makes all Junk weightless. Recommended 10.

Sorry I had to make Sections A, B, and C to list all this, but due to Steam Size restrictions on Guides I had to split it up. ENJOY!
OLD List... Recommended Fallout 4 Mods
FOR USE WITH MY OLDER SAVE FILES: http://www.nexusmods.com/fallout4/mods/8480/?

This is my recommended list of mods that need to be installed to flesh out the game correctly, remove the never ending spam quest of the Minute Men (without removing the main Minute Men Quest) and to allow you to build and expand your settlements both beyond the normal game rules and in a fast and efficient manner.

Note - many of these mods will not work together, but do work independently. For example OCDecorator will not function with Settlements Expanded or DD_RAMPS will not work with Snap'n Build. But each will work and the items they give you can be placed in game and will stay once you exit the game. The method I found that allowed me to use all of these together is a pain but I move the mods around on the loading order on Nexus Mod Manager tab so that each is loaded sooner in the list when I wanted to use it. Then I start the game from Mod Manager and use them to build the items I wanted in my settlement. Shifting the loading order of these mods that normally do not work together allowed me to build entire Military Bases on massive and epic scale with every item and object that is in the game.

To do this simply open Nexus Mod Manger from Desktop (note that in the upper left corner you see Launch Fallout4, and directly beneath that you have two tabs Plugins/Mods). Click the Plugin tab, there you can simply drag and drop the mods up or down the list. Those towards the top are loaded first, you can see the order that plugins load in the Index column.

Sanctuary Military Industrial Complex
A set of saved games where I've constructed sanctuary at the games start, into an epic Military Base. The attached pics are of this base with the above list of mods added. Click the link below if you want a copy off of Nexusmods.

Note: you can personalize the save to your taste please see the note at the bottom on how to edit the character via console on in the onbase Hospital or the description of the files on Nexusmods where I tell you how to do so via Console in game.

Tyrannicon added Castle Tenpines to the his Top 5 Settlements ever made Video, for a preview you can find it here: https://www.youtube.com/watch?v=ncq92a8RPrc

Note in the Base's hospital is a brown chair in the corner that looks like a desk chair, you can sit in it and change your appearence, if you want to personalize the save to your taste. You can then change your sex or name via console with:

ShowSPECIALMenu
player.sexchange

if you want to edit the character looks and sex you can also use:
showlooksmenu 14
Vindication Sneak Peek
These are a couple of ingame shots of the new game I am working on, this is way way early pre pre alpha, and all subject to change!

Actually I don't have a lot of time to work on Fallout 4 now that I've started building my new game. Sorry for that, but I can link you all so you can kinda get a feel for what the team is building.

I'm working on one now, but it takes time, I've got an actual game I'm building that is starting to gather steam and it is taking my attention away from everything else. Can you check to see if the mods I have on my updated Recommended list are functioning? If you can't get them working hit me directly and I'll help u get it all functioning at least for the most part. And give u a copy of my latest stuff that is nearly complete but makes this look small in comparison, just add me here and grab up Teamspeak 3 so I can give you a walk thru.

with the latest update, this mod no longer work. i think its due to the people. so maybe you could make a save file that didn't have any people(for the military compound sanctuary hills)? and no turret. it will help those people that want to use your settlement but running on low end pc.
