Yes, it is intentional. If it looks like Deacon, and you have not yet joined the Railroad, it IS Deacon. Open the console and click, he has the same ref ID. Or talk to him, it's the same voice. Deacon himself admits he was investigating you.

There is also a guy sitting in one of those Memory den chairs that looks like Deacon, I haven't start my Railroad quest so I wonder if that's intentional
