Turrets - Mk 1, 3, 5, 7
My character is level 40, and has Gun Nut Lv 4, Local Leader Lv 2.

Every settlement in the game has a maximum value for the locally constructed turrets. For Instance, Sanctuary can only ever have Mk1 machine gun turrets. On the other hand, the Castle, can have up to Mk 7.

I use one simple technique to make sure you are installing the HIGHEST avaliable turret for your area. You simply open the Workshop Interface by holding (PC) V or using the Workshop bench. Open defense, and highlight the first machine gun turrret, dont place one yet, turn it sideways, you should be able to read the rating on the side. Now, just switch back and forth between the Heavy and Regular versions, and it will randomly assign a rating somewhere in the range for that settlement. It's pretty simple to switch between them until you get the maximum.

It should be noted this process may have to be repeated for multiple turrets.

This should help you defend your settlements effeciently. The Mk 7 Turret can fight off almost a whole army by itself, and it costs the same to build as a Mk 1.

Good luck out there!

Just for everyone's information since this page is rated pretty high in google results.
I think turret level is governed by in-built generic enemy spawn rules.
I believe availability of mk3/5/7 turrets depends on two things:
1. Your level:
mk3 - min lv 16
mk5 - min lv 28
mk7 - min lv 40
List is from Creation Kit - 'LCharTurretTripodMounted' Leveled List. It's very consistent with my tests when I was changing my level and checking which turrets are available
2. 'Hard-coded' Encounter Zone Level.
Fom Creation Kit - Sanctuary is lv 1-5, therefore it's impossible to spawn mk3/5/7 unless you spawn in outside of actual build zone (have to try it myself later)
Warwick's is lv 20-99, it should be still possilbe to spawn Mk1 since turret leveled list is not 'strict' - it does not always spawn best one, it spawns random one from all available

Thanks so much :)

@andy-scull - noticed that too! I am level 36 and I cannot place MK 7 turrets, but I can place 1-3-5.

So I think 40 could be the level required for MK 7.

Good tip OP nonetheless.

I noticed that turret's level also seems to be capped by player level.
I was at Warwick's, level 27. I tried 'switching' turrets in build mode, and got only Mk 1 and Mk 3. Then I ran 'player.setlevel 40' command in console, and tried again - and now I got a mix of Mk 1-7 turrets.

Just tested it and I was able to build Mk 7 turrets in Sanctuary by building in the southeastern-most direction. You can stand on the bridge leading to Sanctuary, close to the edge of the buildable zone to cycle between Mk 1, 3, 5 and 7 turrets

yep you should be able to store and then replace them at max value

Wait so if I already built a Mk 1 turret and stored it in the workshop then brought it out again (without planting it) would it still change the type, or would I have to scrap it and rebuild?
