Enable modding
This does not show you how to install mods, but rather set your game up ready for mods to be installed.
These edits are required for installed mods to work in your game.

You will need to add the following line to the Fallout4Prefs.ini file below the section marked [Launcher]:

bEnableFileSelection=1

You will need to change the following line in Fallout4.ini:

sResourceDataDirsFinal=STRINGS\, TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\

Steps:

1- Open Documents>My Games>Fallout 4 folder and select "Fallout4Prefs"
2- Open it with Notepad
3- Scroll down and you will find "Launcher" section. Add: bEnableFileSelection=1. Save and close.
4- Select "Fallout4" folder and open it with Notepad
5- Scroll down and you will find "Archive" section. Where it says: sResourceDataDirsFinal=STRINGS\
6- Add: , TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\

And that's it!
Install mods
Steam>steamapps>common>Fallout 4>Data
This is the folder where all the files will get placed.

Installing a mod with plugins [ESP and ESM files]
1- Go to http://www.nexusmods.com/fallout4/mods and choose a mod
(For example: Easy Lockpicking)
Click on "Files" and download it manually
2- It's a rar file
Just extract it and drag it into "Data" folder

Now you have to check plugins
Search and find "Appdata" folder. Then click on "Fallout 4" folder and you will see a txt file named "plugins"
Click on it and open it with Notepad
You have to add EasyLockpicking.esp in it, if it has not been added

And you have installed your mod.

I have followed all the directions, made sure all the plugin files were correct and the TWO simple mods I downloaded were in the plugin .ini folder. However, when I load the game, the mods simply do not appear, there is no [M] next to my character save, even when I try loading up and creating a new save. I know the plugins are enabled when I check NMM and load up the launcher at the same time. I'm not using the F4SE launcher because it currently doesn't work for me, but this post doesn't seem to suggest I need it. The only mod I really want is the "Useful Shaun" mod which just adds a few craftables, no big requirements or complicated scripting. What am I doing wrong??? ;(

Hi, to answer some who might still ask how to get those changes : the.ini files you want to modify are in Documents/My Games/Fallout 4
Not in the steamapps/common/Fallout 4 folder...

Have a nice day everyone.

Might be worth mentioning.
Some guides don't do steps 5 and 6 due to it being known to cause abnormally long load times.
