That is because Arena maps commonly *are* KOTH maps by layout.
King of the Hill is a map type, both a layout description and a game mode in regard to how timers works, etc."Arena" is called a game mode, too, but it is merely a special server config that alters the win conditions and blocks respawning, just as "Arena:Respawn" is a variation of Arena mode. Any server admin can enable Arena or Arena:Respawn mode configs on any map. It's like "Medieval mode"... you can set basically any map type to "Medieval", there are Medieval mode KOTH, CP and PL custom maps out there.
