Previous comment is getting a bit long, so I have to split this one up.
There is, however, a workaround / solution. Unfortunately, it's a bit messier than simply using JdH's utility. The problem is that, for audio files specifically, we can't simply load the music in the same way we do loading mods in Singleplayer. (Behind the scenes, JdH's utility is "faking" a DLC by copying all the files directly into the Civ5 game folder. This means that Firaxis' "mod loading" logic doesn't happen fully.)
The solution, then, is to use the MPMPM method (MultiPlayer Mod Pack Maker) originally spearheaded by Gedemon, and updated now by cicero25. You can look them up on the CivFanatics forum.
It's more involved, since it requires you manually entering commands and packing up your own DLC out of mods you want, but it appears to successfully "merge" the custom music into the game's "main" Audio definitions file, and overrides it entirely, enabling the custom music to work.
Apologies for the delay in response; I have been investigating this issue.
First, and foremost, thank you for bringing this issue to my attention; It seemed like everything ought to work, but wasn't, so I went to investigate. I've never actually tried playing Holo in Multiplayer before (or any other modded Civ for that matter) so I wasn't aware if anything was done differently.
The good news is that, thanks to your report, I have tried and repoduced this issue. I also believe I know what the problem is.
The bad news is that I don't believe it's "fixable." The technical answer is that the game simply handles the loading of mods differently. JdH's utility assumes that everything will load as it does in single player, and for the most part it's true, but Audio files are handled differently. I tested multiple Civs (Holo, and a few Touhou) with music, and none of them played any of their audio tracks.
Err, what music changer are you referring to? Does the built-in soundtrack not work either when you just play as Holo without loading the extended soundtrack parts?
