Hero Build
What do you skills do you max on this purple thing? Simple.

If you are playing alone, you want to max your Ion Shell. Your enemies won't be able to stay in lane that well and will have to consume a lot of regen. The negative part is that if your enemy gets a fast midas or if you're laning against a doom, they will eat that creep. But before they get a midas you should be able to get some levels and go to jungle IF NEEDED, if you can leach XP and less gold, that's more than fine.
Tip: you can put Ion Shell on your tank of the team (if you have one) so that they will deal a ton of damage to creeps and/or enemy heroes.

Second spell that I max is Surge, it's a great Escape Spell and it also is amazing to chase down heroes. It has a low cooldown and a low mana cost, so you will have it up most of the time.

At level 4 I sometimes get Vacuum (his first spell), Dark seer creates a Vacuum that sucks in enemy units (also creeps) and destroys the area in it. This spell is used to set up your Wall Of Replica (or otherwise, to suck them in the wal). I get it at level 4 sometimes if I'm fighting early and I want to cancel someone's TP or Channeling Spell. It also clears waves waster if you combine Vacuum with Ion Shell.

Sometimes I like to skip Wall Of Replica (your ultimate) if I'm farming very well and I'm almost untouched in my lane. But you can get Wall Of Replica at level 6 if you wanna fight early and you have a fighting lineup, if you get your Vacuum at 4, I prefer going Wall at 6 aswell. Just because it's a nice setup. This spell creates Illusions of enemy heroes, the illusions do quite a bit of damage, but the spell itself also does 150 damage on all levels. The cooldown on this spell is avarage (100seconds).

If you're farming well and like to stay in lane: 0-3-3-0 (at level 6)
If you wanna push and fight early: 1-3-1-1 (at level 6)
Item Build
I randomed Dark Seer. What the f*ck do I buy?

Starting Items:
You are wanting to get 4 or 8 tangos (depends on what you're laning against), a Stout Shield and the recipe of a Soul Ring (CAN be used for bloodstone, but I don't think Dark Seer needs a bloodstone.) The reason why you get the recipe only is because you can buy the Sage's Mask and Ring of Health in the Side Shop. If you think you need a Magic Wand in the mid game, don't mind buying some GG branches (I personally never buy those because I like to get a quick Soul Ring.)

Early game-Mid game:
Finish your Soul Ring. After that I like to get basic brown boots (you can upgrade them to Arcana boots, but I think Soul Ring has a decent Mana source. If you are the one going to carry a Mekansm, get that after your boots. After that I like to go blink to initiate in fights. But if you see that Magic Enemy Lineup, get a Pipe of Insight! (You need Mek+Blink(+Pipe) for the Mid Game)

Mid game-Late game
The items you get after that are situational I think. Sometimes I go Shiva's Guard (to farm more and slow down those fast hitting enemies!). A Black King Bar is also a nice choice if you really need it. Other items are Scythe of Vyse, Heart of Tarrasque, Aghanim's Scepter (more damage that the wall and illusions do and longer wall) or a Refresher Orb for the extra damage your team needs!
You might sometimes need a Ghost Scepter if you're dealing with too much Physical Damage, but a Shiva's Guard solves that problem.

When they have a heavy push lineup, I buy Boots of Travels and go push out every lane with my Ion Shell, it's very efficient and goes very fast.
Tip: I hate Vanguard, but since the new updates you can get a Crimson Guard which is very decent on Dark Seer!
