And the argonian's existing NPC AI packages were not setup to instruct him to open the shop officially. So no matter what time of day you enter the store, you will always be considered trespassing. The NPC also lacks a key in their inventory to open/close up shop. But most important of all, the NPC's faction didn't have door ownership. This stops the NPC from controlling the door.
You need to edit the mod in CK and adjust and/or create all these.
