Town Sweep (Blue Malden) (COOP 4-20)

This is a redux version of Outlawz7's Clean Sweep Infinity. This one is for up to twenty players (four teams of five), and adjusts to the number of enabled player slots. A random town is filled with enemies and civilians, including patrols, garrisoned units, and vehicles (possibly armed, possibly armoured). Enemies flee if they drop below a certain number to prevent the "search the last guy" type of situation. Difficulty, number of player slots enabled, and size of the area/number of buildings influence the number of enemies.

So far, civilian kills have no impact, but I am thinking about adding that.
