Since an update was sorely missed and to keep this legendary mod alive in the annals of Stellaris, I did an unofficial 3.12 patch to LastLeviathan's excellent Shroud Rising mod.
Detailed instructions on the latest original (3.8) page.

Note: this is a patch, so you still need the original mod.(some people still don't know the difference between an update)



Behold, this patch be but a spectral whisper, a mere echo in the ethereal expanse of the Shroud. 'Tis a beta, a fledgling specter yet to find its true form. tread lightly, for the mists of uncertainty cloak its every move. Changes shall materialize like phantoms, shifting and swirling in the aether.

Embrace the ephemeral nature of our journey, for the Shroud is a realm of constant flux. Expect the unexpected, as the very fabric of reality bends to our will. Your feedback, dear voyager, is the beacon that guides us through this shadowy labyrinth.

So, gather your courage and venture forth into the unknown. Within the depths of the Shroud, mysteries abound, waiting to be unraveled by intrepid souls such as yourselves. Together, let us pierce the veil and uncover the secrets that lie beyond. 🌌

A patch is to be distinguishable from an update.

Dumb Question, do I need to download the 3.8 version and then load this one after it, or is your patch on its own alone?

I think it may be due to this.
The Line 178 in 99_utopia_shroud_events_fix.txt:
country_event = { id = utopia.3200 }
The random list below will trigger another Shroud event.
As a result, there are two events.

@会读会写的完满的猫: should normally not be possible due this mod: as everything is the same in the event like in vanilla except of the options. But I can add an double event blocker anyway.
I found a bug. The vanillia Shroud events will be triggered two times if a psionic empire reaches into the Shroud in event utopia.3000.

Okay I figured out something in case it may help someone. While fiddling with the whole thing trying to find some combo that works I found that if you disable the patch, load the game with the original mod still on, and then click the nameplate after you select to build the Goliath, it went through and the event would proceed.

It may work well enough to get the megastructure on the tab, and then enable the patch again since some odd mod windows popped up when I was testing the using instant build to finish it and see what would work. The event seemed to conclude fine, odd difficulty windows popping up aside.
