This shoude have been in a patch but the content in it is importent so i recommened you buy it on sale

Paradox Interactive charges money for each and every major patch they make to the game. If you want to play with all of the patches, there will come a point in time where there are so many that you will have to pay 1,000% of the game's base price just to get all of the patches.

They call their patches "DLC," in a very 1984, doublespeak-ish manner.
