I am a huge fan of the Saints Row Franchise and I know many people would say that the quality of the games has gotten worse and worse with every new release ... but I still can only recommend Saints Row IV.
If you are looking for a game where you can turn your brain off and just feel absolutely powerful by doing pretty much anything you want, then this is the game for you. The game is plain retarded, but it's never been meant to be taken seriously. It's a game to have fun with, mess around and just enjoy yourself.
There's a lot that has been taken over from the third installment, but even those activities are being modified so you won't feel bored. There's a ton to collect, a huge amount of side missions and just the references that are layed out throughout the game to other games are hilarious.

My recommendation: If you have a sense of humour and just want to mess around, buy it. You won't regret it.
