Yes, Steam refunded a large community in an MMO a couple years ago when the game went offline permanently. I can't remember the exact name I think it was called bless online, they had $300 versions of the game that also got refunded.

No, I'm sorry. It pains me that Valve has retired the Unusual so early, making it unnecessarily rare. It's my favorite weapon effect and I'm not willing to let go of it
