Looks like it went from a company that cares about their game to Epic Games. And lets be real, Epic doesn't care about the game. They can't wait to fill it with 3 times as many micro transactions.

Definitely early access. That being said it feels like one of the most complete VR titles out right now.
The only features that could make it better beyond more content and optimization would be:

AI Changes - They 'see' from the end of their barrel. If their gun is poking around the corner you will get shot, even if the gun is not pointed towards you. Expanding the AI choices, like how many AI are spawned in, as well as changing the spawns to be a bit more random would make operations feel less repetitive.

Changing the scope mechanics would also be a huge QoL change. Pavlov has the scopes figured out in a way that every VR user can feel comfortable using them. In Onward scopes are almost unusable.

Creation club? Really. Is Bethesda becoming EA?
