Thanks, debonz. I eventually found a solution. I had to install the mods, then start the game and open the cheat menu, and there I could enable/disable the outdated corrupt mods, which somehow removed them from the savefile loader in a way that unsubscribing from the mod in Steam Workshop didn't do. But... Yeah. I'll probably never finish the game now. It just took too much energy to fix.

it indeed its in c:/programsfolder (so thats why i couldn't edit it)

i ended up going way back in the story to find a point with low reputation, made all the way again, and finally was available to get through the quest with low rep

Hello Napoleon. It was a long time ago now. The thing is, I had to use the exact software that I describe in the thread, and I had to click the exact buttons and follow the exact save procedure.
If this does not work - then there is a chance that you installed the game in the C:\Programs folder? This folder is usually Write-protected by Windows. Maybe you can move the file you want to edit to the C:\ directory before making the changes? Or maybe you can update the read-only status of the folder with the file? I think some other dude asked about the same thing once... Unfortunately I am unable to answer your question more specifically at this moment.
