报告翻译问题
*what mouse are you using? if you have any software for it installed it's possible the game isn't playing well with it
*what is your screen DPI in display settings set to? In windows, not your mouse. Win7 handles mouse movement weirdly and seems to be at least partly based on the DPI of the screen. If it's above 100% try changing it to 100% and retrying
*check mouse settings and see if enabling or disabling 'Enhance pointer precision' helps
(these need access to advanced features, if you have nvidia gpu you can use nvidia inspector, im not aware of any equivalent utility for amd)
*try enabling vsync again but this time test the difference between Double and Triple buffering
*if you have nvidia try changing vsync behavior to Standard or Adaptive and see if there's a difference
*do you have a gsync/freesync monitor? try disabling gsync/freesync
*try capping framerate to your refresh rate or some multiple of it

KB2670838 was notorious for breaking things, some refer to it as 'the evil update'
since you're on windows 7 and i assume that, unlike me, you keep it up to date, deleting this security update seemed to work for the person who posted it (warning, this may potentially cause problems with other software), maybe search for it on your updates and if it exists try removing it
