Can't enable any MSAA setting
First off, system specs:
i7-3820 @ 3.6Ghz
Asus Sabertooth X79
16GB Corsair DDR3
3GB XFX Radeon HD 7970 Black Edition

Obviously, I should have no trouble running with MSAA enabled, but no matter what setting I select the screen goes black with only the cursor showing. Tried all sorts of other combinations with the video settings (window on/off, vsyn on/off, etc...) but still get the same result.

Any suggestions?

I'm having this same problem as well. I know my post is 6 months after the OP, but so far I haven't found an answer on the forums. I'll keep looking, but if anyone knows please tell me what I need to do, to be able to set MSAA. Thanks!

What I ended up doing to fix it was to delete the settings *ini files.
Uninstall/re-install didn't work.
Check files under Steam didn't work.

Basically, backup your save folder first under My Documents\My Games\Sid Meier's Civilization 5 and then delete that entire folder and everything in it. When you next run it the folder will be re-created along with fresh config files.

It's a little messy and inelegant but it is what ended up working for me.

Thanks Cadger, but I figured it out after working with it over the last week. What's funny is that I figured it out right after I posted the problem on here lol.

I Went into 'My Documents/MyGames/SidMeier's Civilization 5' folder (Windows 7) and opened up the GraphicsSettingsDX11.ini config file (after making a backup of course) and located the 'AllowLeader AA' settings, which was set at 'AllowLeaderAA = 1' and I changed the 1 to a 0 and it fixed the problem where I can now change Anti-Aliasing to 8xMSAA.

I found this fix on a website and since it was just an ini file change, I tried it and the game has played prefect (and looks better as well), so far. Thanks for answering, but I'm not sure why that setting got set to 1 to begin with.

Thanks guys, I changed my GPU and couldnt reactivate the MSAA setting, the best solution was from thomas_tk it worked perfectly!
