Uninstall/re-install didn't work.
Check files under Steam didn't work.
Basically, backup your save folder first under My Documents\My Games\Sid Meier's Civilization 5 and then delete that entire folder and everything in it. When you next run it the folder will be re-created along with fresh config files.
It's a little messy and inelegant but it is what ended up working for me.
I Went into 'My Documents/MyGames/SidMeier's Civilization 5' folder (Windows 7) and opened up the GraphicsSettingsDX11.ini config file (after making a backup of course) and located the 'AllowLeader AA' settings, which was set at 'AllowLeaderAA = 1' and I changed the 1 to a 0 and it fixed the problem where I can now change Anti-Aliasing to 8xMSAA.
I found this fix on a website and since it was just an ini file change, I tried it and the game has played prefect (and looks better as well), so far. Thanks for answering, but I'm not sure why that setting got set to 1 to begin with.
