Can't use cheat command stopsound in multiplayer, unless the server has sv_cheats set to 1.
it can be done for sp maps, or coop if your the host, or the host enables cheats first
same with puzzlemaker sounds

PPS: This needs to be re-done every level/chamber. But we can make a shortcut:
Where you put the above into a file named "mutemusic.cfg" into folder:
C:\Program(...)\Steam\steamapps\common\Portal\ 2\portal2\cfg
And when you press m you should have that effect. But test it before manually in the in-game console.
You can edjust the overall volume of the game by (example):
stopsound stops almost all sound except footsteps etc.
stopsoundscape seems to just stop just the music track
