Out of interest, does the +r_renderAPI 0 command line parameter actually work with this and disable Vulkan, if that's the issue?
For some reason, while I have experienced the exact same problems, I got it working (I think not as graphically nice as 27th-31st Oct before the 10/30 patch was installed) by installing the 388.13 drivers. At first it didn't work. I ran it through GeForce Experience and ran at 'optimized settings' for performance. It is smooth again at HD (1920x1080) but I don't think as smooth as was the original release, which I would much prefer to play and have the option of using.
Now I also downloaded the Windows 10 1709 update, BUT haven't installed it yet (resart PC). So I cannot explain what I did. Because it was very, very choppy and laggy even at 1300x768. I did go into CDU cores and checked them off. Played. As usual. Then checked them back on again. I did get a crash dump could not write message when I exited, I think. And anti-aliasing is now off. So graphics are not as good. I was running 383 drivers and they worked just like yours ko.
So I am not sure if a hotfix has been released in the last few hours or not but for some reason which I cannot explain it worked fine. And I started the game again after finished just to make sure of the smooth run, and it repeated. A bit happier with that. But would like the option to revert to the original and not have to accept updates.
The option for 4K is nowhere to be found.

Not resolved as part of this patch but we're definitely aware and working on resolving the issue. Thanks!
You might as well advise people to revert to the 388.00 nvidia drivers if they have issues with 388.13 (for which there are many reports of problems both on nvidia geforce forums and guru3d)
Was it working before today? Or ever since you had it?
System specs? Drivers?
What is your story Dreamkiller? Did you roll back your drivers? Only stopped working after the patch was installed?
