Let's say you open an invoker chest and you get the hood of endless intellect. Before it would be a strange item, but now because the property "strange" has changed to "inscribed", theoretically the item is supposed to contain a gem.
This helps because now useless chests like dragon knight or drow has a value, even if the item itself sucks. You can extract the gem and put it on other items of your choice, like the boreal rare hood, and sell the rare for a high price.
