Sunder
How does the remaining hp% mechanism work? Is it supposed to be your own HP, because that seems like it is bugged and doesn't work if so.

You're at low hp so you chose an enemy hero with a higher hp percentage and you swap percentages. There is a limit on your percentage though. Read its description

It basically means you can't have 1hp, use sunder on an enemy and kill them with a creep fart. The enemy (and you) MUST have at least a percentage of their HP left after it's cast.
Terrorblade has no burst damage so even 15% of a hero's HP could be enough for them to survive his attacks after he casts it.
