Dazzle's ulti... how to use effectively?

Due to the way it works Dazzle's ultimate is useless in a pinch, and it doesn't seem like you'll always be able to wait for everyone to gather in a teamfight. Is it best to just group your team up and cast it on yourselves in preperation, rather than wait for the fight to start?

Get the most enemy/friendly heros in the circle at once - or use it as a buff to a fight before it happens
Remeber it is a gradual buff/debuff - so you will only see the effect a few seconds in
