Not that rare if they owned a compendium then they most likely have it. I don't remember which international the moonbeam came out.

There is only limited amount of those and I highly doubt many will be willing to trade them away. If they do you, then they will ask for a lot

Lootmarket has most of the weather effects listed for less than that, although I've never used a 3rd party website so I don't know exactly how it all works or how trustworthy it is.
