Go in each of those 3 Or 4 Folders, In (SOUND - PLAYER - SURVIVOR ) folder of each one, And delete Those "SURVIVOR" Folders. You have no more Vocalizers.
Another thing : Steam might try to update your soundfiles again.... I did not find any ways to stop it, you have to download it and delete them once again.

We limit character vocals on our server but that only helps if we're on our server. It won't help when playing a pub game.
Steam servers don't allow workshop items anymore. So, all that stuff is mostly useless unless you have your own server.
There's also some vocalizer commands that block other commands from working. I.E initiating the command c5m5button1 will superceade most other vocalizer commands, making them not work. It means nobody will be able to hear anybody else if somebody gets snagged though, they don't scream or say anything.
So how many useful voice commands is this actually going to be affecting?
A lot of nonsense when you could just leave or votekick, or maybe even a chat message.
