When you make a Party and a Lvl 61 Friend joins you, the enemys are LvL 61.
(or for excample a lvl 55 guy joins, than the enemys are around lvl 55)
They allways scale on the highest player.
I've only played games with people 50 to level 13. That screen shot above is proof. I know how the game works and that was not the issue. The screen shot was just me and nobody else. I noticed the game played from 49-52 for a while and then it started throwing in a few 62 players. It's a software bug. It almost worked right then didn't. About 3 lines of code will fix it. ;-) Just a wild guess but I'm pretty sure it's right.
Here is a 62 enemy.
So if you return to Pete's Bar to play this Tier 3 barfight, everything is back to maxed out levels. It's not a bug.
