The season pass has all the dlc's?

I've had BL2 since launch, but never got the season pass. Does the season pass include all the dlcs? whats the best/cheapest way to get them all if you already own the base game?

The season pass includes the 4 major story DLCs, as well as the ultimate vault hunter upgrade 1 (level cap up by 11, pearlescent weapons). What it does not include is the upgrade pack 2 (11 more levels, digistruct peak, more pearlescents, 3 new legendary class mods for each class), the 3 headhunter packs, and the creature slaughterdome - looking at dlc's that provide some content. Other DLCs are primarily either character packs or cosmetic skin/head packs.
If you can find it on a good sale day, then yes, it's probably the cheapest way to get them since you own the base game. GOTY includes all of them and some more of the smaller stuff, but will probably be more expensive net (depending on how much of what is in GOTY you want).

Sir Hammerlock's Big Game Hunt
Captain Scarlett's Pirates Booty
Tiny Tina's Assault on Draggon Keep
Ultimate Vault Hunter Upgrade Pack (raises level cap from 50 to 61 and adds Ultimate Vault Hunter Mode

GOTY has those as well as the two character (Mecromancer and Psycho) as well as the Creature Slaughter Dome, collector pack and premier .

The 3 Head Hunter Packs and second Ultimate Vault Hunter Upgrade are not included in either, but if you want the 2 new classes (Gaige the Mecromancer and Krieg the Psycho) GOTY is a better choice, if you don't want them then Season Pass may be a better choice as the best content are the four story DLC.
