Actually some sniper scopes ACTUALLY have another scope on top of them.
I'm aware of the Dahl sniper scopes that have an additional sight that cannot be used. I was referring to your idea for both the sight and scope being usable. Yet, that would mean for there to be more types of scopes and/or scope accessories to allow some balance and variation (like being able to adjust the zoom on Jacobs sniper scopes). Otherwise everyone would want the Dahl scope on snipers because it's a "two for one" deal.
You can have that done yourself in here (assuming you already have an account or are willing to create one): http://forums.gearboxsoftware.com/showthread.php?t=160189
