Welp, I suppose it's easier to do a hat then a weapon. Coding is pretty hard to get a grasp on, I'm not surprised in the slightest that the easier to make things would be more prevelent in the workshop.
At least a hat wouldn't effect the game as much as, say, a new stickybomb launcher. I can see it now, in all it's "Everyone says it's OP!!" glory.

Any item that isn't purely cosmetic but has in-game effects that might potentially alter game balance must be accepted and playtested by Valve first.
And as the years go by, the number of truly new and feasible(!) ideas for new weapons/items will naturally approach zero. How many different rocket launchers does the game need?
P.S. What is it with people and strange weapons? Strange weapons (and haunted and similar "non standard quality" items) don't even have different game effect from normal weapons! They just log some stupid stats so that powergamers can crow over it. They're not even rare in the same way some limited time promotional items are rare. Get over it. Grow up. It's just pixels.
If I had to pinpoint a single thing that in my opinion is ruining TF2 teamplay as we speak, it's the introduction of strange weapons. It leads to owners only caring to fill that stat meter, amassing kills or whatever the weapon counts, to fill their own lacking self-esteem, ignoring everything else (like i.e. match goals).
I don't give a damn about your strange weapons, and those I found I sold. It's silly, but if the trader crowd are so enamored with strange items that they screw around with their own virtual economy or whine endlessly about botkiller weapons flooding the virtual market, hey not my problem. *snort*
Now, let's begin. There are LOTS of weapons in the workshop, but some people like hats better since they might have every single weapon in their inventory(that or one weapon)and they may also think hats are better since stock weapons are ALWAYS the best bet/deal since they have no debuffs nor do they have buffs. Want to find some weapons in the workshop? Press the little weapon button and there you go, weapons and if you think there is too little? Well i don't see you making tons of weapons, it takes TIME and PATIENCE to make weapons(and hats). Like i said, make some weapons if you think there are too little.
