2. If it isn't already in a folder, put the sound in sound/ui.
3a. If you want, put it in one more folder (named anything) and pack it as a VPK using the tool found in common/Team Fortress 2/bin. Move the VPK into tf/custom.
3b. Otherwise, put it in one more folder anyway (named anything) and put in tf/custom.
