Nah, I think the phlog is quite useful for a lone wolf pyro as it refils their health and boosts their attacks to critical. A backburner pyro is still quite reliant upon help, and while a phlog does lose airburst (which is the #1 reason why I never use phlog), the capacity to be your own one woman critical rage self healing machine does lend itself to going solo.

That said, aside from a spy, no one should be going solo in TF2.

Phlog because I like making people rage after I own them with it. People always diss phlog users and before the nerf they raged a whole lot, but cause I got skills with every weapon pyro class has-
-I make them rage compared to other phlog pyros. Lol.
