Random Crits Reworking Idea
I have an idea that Valve will probably ignore. So, heres my idea:

-We should put Mini-Crits into the random crit system.
Explanation: I think we should do this because currently, the only possible way you can get Mini's is if you have a Buff Banner, Jarate, Fan O' War, Scorch shot, Buffalo Steak Sanvich, Crit - O - Cola, or Charge N' Targe. I think adding them into the system will make things more fun for everyone.

-Reworking the crit system in general.
Explanation: In my opinion, I believe we need to have random crits work like this:

If you hit an enemy:

- There will be a 54% chance of getting a Normal Hit

- There will be a 23% chance of getting a Mini-Crit Hit

- There will be a 23% chance of getting a Critical Hit

If you hit an enemy with a weapon that has "No Random Critial Hits" with it:

- There will be a 77% chance of getting a Normal Hit

- There will be a 23% chance of getting a Mini-Crit

-Why have a 23% chance of getting a crit hit or a mini-crit?
Explanation: Doing this will lower the chance of getting crits, so the game will be more reliant on skill over luck.

-What will happen to Spy Backstabs, Headshots, ETC.?
Explanation: These mechanics will stay the same, because they aren't "random."

Here's a better idea.

Remove random crits completely, and eliminate any balancing issues that they ever created.
Except Valve actually has to balance the weapons that have "No random crits" as a 'downside'.

They like to call it, "Hitting two Archemedies with one Luckshot."

The base crit chance for standard weapons is 2%. This is modified by a bonus percentage based on how much damage the player has done in the last 20 seconds, which scales from 0% at 0 damage to 10% at 800 damage.

you missed a few. Fan o war, jarate, items that cause you to take mini crits when active, sydney sleeper, reflected projectiles.

but that disproves your point about how there are too little ways to get minis.

Wouldn't it be great to have Mini'sopen to all weapons, instead of just some?

You significantly increased the chance for random crits while adding random minicrits which have no distinguishing feature until you get hit by them.
