I use dot

also enable mouse raw input and disable mouse accel if you haven't
Usually +-crosshair is overall best, and either red or green has worked best for me.

The Cross seems to be a good one and you just have to time you're shooting right.
I use an xhair switcher, but I generally use a bright/light colored crosshair (lime, cyan, yellow, white) with a black circle surrounding it. Visible against any background.
I have used stock green crosshair for every class for 2557 hours already, and I think its safe to say its the best.
Also, if there are 2 Snipers on your team, for the love of God take another class

stock crosshairs are offcenter a lot of the time
sniper crosshairs is the most obvious but almost all of them are slightly misaligned

  • A cross reticle is superior to a point because you get a horizontal line which makes it easier to follow a head.
  • Green or purple is better than white since white easily gets lost in the background.
  • Perhaps the most important thing for aiming well is getting comfortable with your mouse. A lot of people say "I have to get used to my new mouse", when in reality, they just need to adjust their sensitivity to their personal level. A higher sensitivity isn't always benefitial, nor vise versa. To find your own personal best sensitivity, do these two tests:
First, try to focus on a specific point in your field of vision and then snap aim on it. If you overshoot, it is too high; if you undershoot, it is too low.
Second, aim at a certain spot in your view and strafe left and right. While strafing, try staying on target. Do so until you find the sensitivity you're most comfortable with. Oh and, don't have mouse acceleration turned on, it causes a huge amount of inconsistency and messes with your muscle memory.

Try finding the most suitable Mouse sensitivity.
