So, this happened...
http://steamcommunity.com/sharedfiles/filedetails/?id=1139793825

it's on the border of the buildable terrain, both by side and height, so i can't build a stair and i can't demolish the train station, since it's public... any way to force-demolish the debris? All my workers are getting stuck and doing wierd things, like floating in the air while saying "i can't get to my destination"

The only thing I can suggest is check your elevators and or stairs. It happened to me mainly when I was trying to build to fast, you see I was putting in a double Lobby and I got it built right on the first floor of the lobby, but missed he cieling part and when I started building above he lobby that is when I stared getting the message.

Hi,

sorry it's impossible to place a stair or an elevator.

Please wait Devs' reply. May they can edit save file.

It's easy to trap workers or have areas not accessible when building 2 story items. I had a similiar problem building a 2 story lobby. You have to make sure that the basic building is fully completed before building a 2 story object.

I had a similar problem with a large storage room. It is possible to build a staircase and reach it from above... provided you have room to expand it to a width of 4.

But, as you said, you are on the edge already, so you can not build stairs.

Are you able to delete the tile?

No, i tried putting a stair above it, but didn't work. Luckly for me i needed just a few more people to complete the scenario, so i was able to finish it with only two working guys.. the rest of them stopped working, some on very weird spots, like floating in the air, all saying "i can't get where i need to go"... i believe the problem with people stop working started when i was building the 2x1 lobby. The unreacheable spot was there for a few years, with no major problems, but the unreacheable spot + lobby construction bugged the workers. I tried to demolish the lobby, they cleared only half of the tiles and stop working

If you want, in last resort, you can edit the size of the terrain by editing your save.
Go to C:\User\YourName\AppData\LocalLow\SomaSim\ProjectHighrise\saves and open the .sion file related to your save with a text editor (I recommand Notepad++).
Look for the "scenario {" part, and you'll be able to increase the lot size by editing the left and right parameters.
(PS : If you don't want any problem with the overlay when adding new floors, add the same thing on left and right, and at least 2 on each.)
Hope this helps o/

If you put a stair below the unreacheable place it should work... it may take a while to the workers realise it and get back to work

Same problem here, but on PS5 so can't edit save files. Nothing to do?
