Did you follow the instruction on the nexus webpage on how to prepare fallout 4 to accept mods?
http://wiki.tesnexus.com/index.php/Fallout_4_Mod_Installation
How to enable modding
Navigate to your Fallout 4 Folder at the following location "Documents/My Games/Fallout 4"
Within this folder you'll find a number of .ini files.
Open (or create, if missing) Fallout4Custom.ini with your favourite text editor (we use Notepad++).
Add the following lines to your Fallout4Custom.ini
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
Save and close Fallout4Custom.ini

Edit: Just saw that IronGoat posted the same thing, Sry.
EH twice is better then Nonce :D
That solves a lot of problems.
Necroing a thread is not usually going to get players on this forum to help you. Using the forum search function is great to find answers you're looking for but, if the threads you find don't help fix your problem, start a new thread of your own. Explain Exactly what your issue is and what you have done on your own to try and solve it. Then wait a while and you will find that players here will try to help if they can. Try Google to start with. Second, go to the mods nexus page and Read everything about the mod and how to install it. CBBE is simple and straight forward. If After you have researched and tried Everything you found it still doesn't work, then start a thread here. We are willing to help as long as you have at least TRIED to help yourself first.
A lot of my mods were not enabling but running as admin fixed it for me. Are yours enabling and then disabling when you restart the manager or never enabling to begin with?
EDIT just checked your profile, which says you have an SSD and a hard drive, so yes you do have more than one. Open NMM, hit tools, hit change virtual folders and make sure the path is on the same drive as your game, if it isn't, move it to the same drive.
