Any idea what it might be causing the issue? I remember sometime ago my pip boy had some issues with it being super dark to read. All I had to do was disable or switch a setting and it fixed it.

I have no mods installed via nexus mod manager or through the bethesda launcher at the moment.
I might DL it again later today and try reinstalling the face and body textures AFTER activating the texture pack. If anyone else tries this, please post your results here. I'm curious if the fix is just a simple reinstall of the face and body textures.
