I keep having Update Queued. Is that on my end or Steams end? Is this why I can't start MOO right now? I thought the update was going to be tomorrow.

If you go into your Downloads you can manually start it running. Queuing is something Steam does...

Wonder if its a steam CDN cache issue, seemed to work ok for me

You should be able to start it manually. Either by going to Downloads and clicking the arrow to start the upload, or by right-clicking on Master of Orion, then checking the validity of your local files
