Construction Site does not seem to proc when I upgraded all 6 buildings. Did I miss something?

Great game so far (especially with the well thought out meta-progression systems) but having only 3 seems a bit sparse. I feel at least 5 would be ideal. Anyhow, just my thoughts after spending a couple hours playing it already

Is stone gaze ability available in game or its just in trailer? And how to obtain it? Thank you for the answer.
