If you're the kind of person that, when you play an open world game like Sleeping Dogs, Saints Row, Just Cause, etc and you usually end up just driving around trying to find sweet jumps and ramps or just crashing into things/other vehicles for fun then this game is right up your alley.
You drive around doing whatever you want to do; you gain access to better vehicles either by smashing them up on the open road when the game periodically tells you you can do so, or level up your drivers license by winning events accessible at intersections throughout the city.
Or you can just drive around randomly and at a high rate of speed while doing jumps, finding shortcuts and wrecking your car (complete with slowdown matrix-time wrecks, every time; it is awesome!) Speaking of wrecking there's really no ingame penalty other than losing a little bit of boost (which is easy to get back and is just like your nitro bar). The game is what you make of it, it can be just a casual drive around the city fast game, or it can be a collect every collectible and get every car game or both.
The city/hillside you drive around in is very well-made to allow you to drive full speed everywhere kinda randomly without having to worry about the map if you just want to chill out and drive fast in a city setting. That's one of the best things about this game, I think, is how you can just go go go and not have to think about your route.
One negative aspect of the game, unless I'm missing it, is there is no way to set waypoints to places, so I find myself checking the larger map (which pauses the game and sorta breaks the flow of driving) more often than I would prefer. edit: one more thing I dislike is how in-game notifications (not steam notifications) appear right in the middle of the screen; when you're driving fast that's the most important area and it's really stupid to put giant flashy graphic/text banners about things you've done in the game across that entire area for several seconds at a time
Also I don't know why this is called the Ultimate Box, it's just the base game. You can mod in the DLC, but you can't actually buy it anymore and the game doesn't include it. Stupid marketing.
Anyway this is years too late to review the game, but if you read this then maybe it gave you an idea of what to expect out of this game.
