Check this out, this is only for mac to mac. As i said you need to do it on windows manually i guess.

Valve tested and confirmed it was working last night (we don't control the sync Valve do). Perhaps you need to delete (backup first) your Mac saves to trigger the syncing?
If you still have issues after a few days drop our support an email and we can look into it with you and check again with Valve. Mac / PC sycning is mostly used by Valve in their own games and it is a pretty new feature for third party Mac games so it's possible their are a few issues surever side that need resolving.
If you can find any reproducable issues I can pass them on to my contact at Valve so they can investigate.
Any issues before the 26th was because Valve did not fully enable Mac / PC Steam Cloud saving until that date.
So there is something about the recent saves on PC that is confusing to my Mac version of Steam and XCOM.
