Make sure you check for your save files, I don't know where this game saves because I haven't looked. Move the game files out of the folder if they are there, and then delete it, after that then do a re-install. But first vlidate game files and see if that helps, and remember to validate game files after game crashes or pc crashes as well.
Also make sure your sound drivers are working properly, sometimes a game might require proper sound drivers just to work right. But mostly it is usually something else, usually the graphics drivers or visual basic c++ redists on the microsoft website, 2005, 2008, 2010 and 2012 versions are the ones currently available as of the time of this message.
Don't forget about the .net framework 4.5 downloads. Always make sure you download official files from the microsoft site, never from some other site.
And if you have the best official motherboard drivers, find them for download from your motherboard website, but always make sure they are the exact ones for that motherboard model number, and if you discover something better about a bios update that helps with ram/cpu stability or supports newer processors, it is a good idea to get that bios, always make a backup of your current bios first. And use programs in windows to update the bios with unless you have a different type of bios, then you have to do it from a computer restart, after install a new bios, just restart the pc and go into the bios settings to re-configure, always make note of the settings before you update the bios, don't forget you can restore a backup of the bios if you have to, let advanced users do this though, because changing a bios can be bad if it's not stable, also if the updated things above aren't mentioned in the bios update, it might be best the way it is for the time being, but always check back with your motherboard and graphics drivers, and sound drivers at least once a week, or once a month if you need to at the latest, and there is a difference between your motherboard drivers and the bios, make sure you download official motherboard drivers that are updated, and have a disc handy that has motherboard drivers on them to restore, but the motherboard drivers usually do need an update, sometimes this solves issues in games, as well as you get better pc performance with all the motherboard drivers required that need updated.
Also try using windows update after you update everything else. There will be security fixes and program compatibility updates for the .net framework 4.5 and the c++ redists and other updates for your hardware, but don't do that until you have updated your graphics card drivers, and motherboadr drivers, as well as some of the other things.
Make sure to find out if you can reset your hardware settings for the game, it should be in a settings file for the game somewhere on your pc, either in the game folder or in the documents folder somewhere usually for most games. Make a copy of the settings file if you find it, and delete the original to see if it will re-make the settings file, I don't know the name of the file, so you will need to search, if it does remake the settings for the game, you can delete the backup copy you found, after that just go in game and change the settings to what your pc can handle for the game to look good.
Last thing to do is Check to see if your game needs user access rights, such as admin, right click on the shortcut or the .exe of the game, cilck run as admin, or go to the properties and set security settings for your user to full control, and check compatibility tab to set to the last windows that the game worked with, and if that doesn't work, try the windows the game came out on, but don't set compatibility settings until after you try the option to run game as admin, so that the game can run optimized for your windows, as well as try the security settings second, and then the compatibility settings third.

I would not know since I don't have 64bit windows 7 ultimate for now, and so I would not need to mess with my game, but I will need to after I upgrade, that will be a while though.

Yeah I'm still working on it, but none of these fixes seem to be working. let me know if you ever get it working.
For windows 8 versions.Im using 8.1 but whatever.
On the Execution/Application file that launches the game.Set it to run on administrator but dont touch the compatibility and leave that part unchecked.Should run fine.
