Found a fix for bad performance on windows 8.1

After trying a lot of different things I found the following fix:

I tried the first option involving the Microsoft Application Compatibility Toolkit and the game is buttery smooth now!

I can run it on 1280x1024 fullscreen with Direct3D enabled and no windows compatibility options, and it's faster than I can remember.

I hope this helps someone!
