I've tried this but Steam does not give me the option to choose "development- development build' under the Beta tab. Where it says: "Select the beta you would like to opt into:" the only choise given is:
"NONE - Opt out of all beta programs"
So what now?
Problem solved. I had to go to "Steam - Settings - "Account" tab. And change my Beta participation to "Steam beta update". Then when I go to arma 3 beta in library, click properties, select betas tab and switch to development built like everyone else :-)
To be clear: the workshop has missions, not mods. You can subscribe to all the great missions people make there. Some of them are really amazing.
For mods: You can get mods from Armaholic, BIS forums, or Play With Six. I personally use the Arma3Sync launcher to play the game with certain mods enabled.
Here is a video on the basics of installing mods. It doesn't cover using launchers or Play With SIx, but it will show you the basics, which you should learn first.
