Because it's made in Unreal Engine instead of the newer AAA game engines that you're used to.
Also because the game is from like 2008, updated over the years.

If the framework is old, you can't really improve anything else without going for that first.

I believe Mohl is referring to the actual age, in regards to private development - not the first public release.

this is like asking why the 80s had so weird hairstyles.....

i for my part love the design the idea and this is much more fun than CoD infinite warfare with its seemingly top notch graphics
