spitfire is like the plane.. and the 'airborne arsonist' set could mean that it would crit ignited enemies that were airborne? so....

+ guaranteed crit if enemy is ignited and airborne (more than just the 90 with flare gun/ detonator)
-25% damage penalty OR 50% penalty otherwise?

PROS

Flare makes small explosion on hit

+25% Accuracy (It would stay in the air longer)
+50% Seconday ammo (Using Flare Gun ammo as base)

CONS

-50% Afterburn time
-25% Projectile accuracy

This could be like the direct hit for flare guns. Extra damage on direct hits or on airborne enemies like the reserve shooter, with added projectile speed. This could also be a unique opportunity to give the pyro some sort of secondary player attribute like incresed speed or weapon switching.

perfect lets just combine the direct hit and reserve shooter. Mix with degrease you are a god.
jk i know what you are saying but i would not advise it because valve does not make wepon stats because of another wepon and if they do it is a rare thing.

+40% damage
+100% longer reload time
-30% max primary ammo
