This is balanced because enemies can put themselves out pretty easily; however, on a map like 2fort, this would cause panic, chaos, havoc, and hilarity to ensue pretty quickly without much actual damage taking place. Think about it; Pyro sits on the balcony. Pyro shoots. Several people on the other balcony are ignited and have no idea what's going on. Pyro laughs.

Pyro already has a gun that burns. Plus, with the Volcano fragment, that's three.

-Two shots (Leaving the player at four)
+15% bullet vulneribility
i think it shod be a reskin for reserv shoter but olny for pyro

Hmm, pretty creative, but what if it has damage (Like only -85% damage)? And what if these flames couldn't be extinguished?

this would be a terrible wepon because the 3 primary uses of a shotgun on pyro are.
to combo with the flamethrower airblast thing.
to kill enemy pyros.
to use the shotgun as a primary rather than a secondary.
all these things except the last these stats are terrible for what the shotgun is used for.
