Top of my list being Vivi of Alabasta.
Any suggestions on Traits?
I know this list is way too much and probably not what you meant, but regardless, I had free time so if you decide to make any of them you can use this for reference if you want to. Please alter anything you feel it is to OP (pun intended). I would offer to help with the coding side of it, to reduce your workload, but I have no talent in modding despite my attempts, so I hope this helps:
(Akainu)World Govt: 'Marine Powerhouses', Naval units gain strength when in open or friendly terriory, removes unhappiness from captured coastal cities. Naval units cost 1/2 maintanance cost.
(Donquiote Doflamingo) Dressrosa: 'Shichibukai's rule', Can declare war without any ill effects. Units gain melee strength in home territory, and ranged outside of it. Population growth is halved but prduction doubled.
(Big Mom) Whole Cake Island's: 'The Power of Food' 'Doubles population growth and happiness. forests can be used as roads inside friendly terriory, naval units move twice as fast. If you are declared war against, you have offensive bonuses, if you declare war, you get defensive bonuses' (the opposite on purpose to make players have to predict, just like Katakuri's ability, but also in reference to Big Mom getting stronger after going mad for her cake when Luffy basically declared war against her ;)
(Hody Jones) New Fishman Pirates: 'Energy Steroid', Non naval units embarked in sea gain double speed and attack. Units gain bonus attack if on land with less than 15% health left. Can produce unique unit 'Fishman' at an increased speed. (25%?)
(Enel) Skypiea: 'Kami' Gain faith twice as fast when not at war, but production is halved. When at war, double production for land (and air possibly) units but half faith. Science is increased by 1/4 when at war, and same for gold during peace.
(Crocodile) Boroque Works: 'Assassination Orders' doubles amount of spies, spies have doubled the chance of finding and killing enemy spies. Gain +1 food from desert tiles but reduce production from coastal. (by that I mean the cities overall production output) increases your cities defence by a set amount if a spy is present there.
(Marshal D. Teach) Blackbeard Pirates: 'Multi Abilities' Gain the trait of a civilization, you took the captial of. (I am guessing that would be near impossible to program, so here is another one: 'Black Hole', Units deal more damage, but also recieve more. Razing cities takes just 1 turn regardless of population.) As a side note if you like the idea of that, you could make the Blackbeard Pirates trait only negatives, but you swap with the person you took the captial of.
(Vinsmoke Judge) Germa 66: 'Genetic Science' gain science faster when at war, and production when not. Units fight at full strength even when weakened. Fortified units gain additional defence for the occupied city and adjacent units.
(Gild Tesoro) Gran Tesoro: 'Floating Casino' Gain twice as much gold and happiness, districts are made twice as fast. +50% production towards wonders
(Geko Moria) Thriller Bark: 'Shadow Zombie' units have attack halved as well as cost to make them. If a unit is defeated by you, there is a chance it will join you or allow you to create that unit, even if it is a unique unit.
(Wapol) Drum: 'Frozen Snack' +2 food from snow tiles, +2 production from hills, 100% of excess food is carried over after growth. Tiles that would usually only yield food, now also yield gold

Neutral forces:
(Eustass Kid) The Kid Pirates: 'Repel!' all acumulative damage done to a friendly city in that turn is also dealt to the first unit who attacked. Damage against enemy cities is increased.
(Edward Newgate) The Whitebeard Pirates: 'A Fearsome Family' Strength is increased for all units depending on number of friendly relationships. Allied city states are more likely to gift you a unit.
(Scratchmen Apoo) The On Air Pirates: 'Tatakau Music', generate great musician's faster. Culture is doubled (or just increased) in cities with a great work of art (music). Gain 1 free policy for every era. Theatre district can be build in half of the time, as well as any buildings within it.
(Capone Bege) The Fire Tank Pirates: 'Shiro', cities gain additional defence depending on the strength of the unit stationed there. 2 friendly units can enter 1 tile. Units sharing a tile gain the benefits and negatives affecting each other.
(Caesar Clown) Punk Hazard: 'Of Ice and Fire', +2 food for every snow tile, +20 production on the turn that a new citizen was born. Time it takes to raze a city is halved. Science and Growth are doubled when friendly with another Major Civilization, reveals the allies capital city home screen upon ending the relationship. (basically a free undetectable spy). Growth and Science are reduced significantly when not allied with a major civilization.
(Monkey D. Dragon) The Revolutionary Army: 'Most Wanted Man' gain around 150 gold for every unit killed, and 1000 for every city captured. Unit Maintanance is halved, units are build twice as fast. (They Recieve no bonuses)
(Buggy the Clown) The Buggy Pirates: 'Buggy's Delivery' act as if an open border treatment has been signed for all civs. +500 gold, each time you make a trade deal. Doubles maximum amount of trade routes.
(Boa Hancock) The Kuja Pirates: 'Beauty is Strength' adds movement penalties to anyone inside your territory, ranged attacks deal X percentage more damage, spies are more likely to succeed in whatever their mission is. Buying units is 25% cheaper.

Allies:
(Trafalgar D. Water Law) The Heart Pirates: 'Surgeon of death', units gain the ability to heal all units around them, at the cost of a set amount of gold, and killing the unit. Units healed this way also gain attacking bonuses.
(I know no one else would agree, but I really want him added)
(Bartolomeo) Barto Club: 'Barrier' boosts city defence by a lot (the same as a fortified unit), build defence based buildings twice as fast. Units gain defence=to a fortification bonus, when not fortified and increased even furtheer when they are.
(Vivi) Alabasta: +2 food from desert tiles, +2 culture for every friendly major civ, +3 gold for every allied city state, and + 2 science when not at war. City states relationship deteriorates 25% slower.

Sorry, I know this is way too much, I got a bit carried away.... I hope you find an idea for a civ from the list. Well, I also hope it covers any civ you had in mind. Thanks for reading this and sorry it is so long.

With only Luffy and Shanks I still see myself playing with this way too much. I think I'm going to try and make a mod to replace the OST of CIv VI with One Piece OST.
