The ranger has a long composite bow. The crossbowman has a siege crossbow.
So, the crossbowman has 1 more accuracy and with hes steel bolts + 4 more ammo.
The ranger has 30 more proficiency, so that 1 accuracy bonus is negligible.
Sure, the siege crossbow has way higher damage and it will one shot recruits. But so will the ranger thanks to hes 6 points in power draw.
The crossbow won't one shot medium - high tier troops because of their armor and health. They will take 2 shots from both the crossbow and the bow and the bow has way higher rate of fire, so it will kill people faster.
In sieges, bowmen will kill enemy bowmen faster than if you had crossbowmen, resulting in the enemy will not get as many arrows off at your troops and you will have less casualties.
Then if you create a custom knighthood order and give your troops the noldor composite bow, no crossbow even comes close.
TLDR: Crossbows take too long to kill people.
