Do NOT train garrison?

One of the castles i've conqured got an option saying "do not train garrison". Does any1 know why?

training garrison means that:
If you have got a KnightHood Order in that castle it trains knights and sergeants every week like 1-7 at total.
You may do not train garrison if you dont want more knight sergeant cause they are expensive as an option
